The Kaloko Makai - Kona Residential Park LLC project in Kailua-Kona, Hawaii, is a designated Neighborhood Transit-Oriented Development (TOD) on the island of Hawaiʻi. Part of a statewide effort to identify and plan for TOD areas, the Kaloko Makai project is intended to provide mixed-use and affordable housing, and was identified as a pilot area for examining TOD financing and infrastructure. The project's vision includes residential, commercial, civic, and educational components, with a focus on integrating natural features and addressing housing needs.  

Project Context and Goals

• State-Sponsored TOD: 

  The Kaloko Makai project is one of four TOD pilot areas statewide, established to examine how to fund and finance public infrastructure for transit-oriented developments, according to the Office of Planning and Sustainable Development (OPSD). 

• Focus on Kona: 

  This TOD is specifically located in the Ane Keohokalole Highway Corridor area of Kailua-Kona. With Hina-Lani Street ROW running through the site.

• Mixed-Use Vision: 

  The project's vision, outlined in the Kaloko Makai Masterplan Vision, includes residential housing, medical, hospitality, a commercial district with a mixed-use retail village, and a business science park.

• Housing: 

  The project aims to address the significant housing shortage in Hawaii by incorporating mixed-use and affordable housing options. 

• Transit Hub: 

  A transit hub is a key component of the plan, facilitating connectivity within the community. 

• Environmental Preservation: 

  The project emphasizes preserving and integrating natural environments, including setting aside land for the Kaloko Makai Dryland Forest Preserve, a significant habitat for native species. 

• Infrastructure: 

  The development plan includes roads, utilities, and a focus on educational activities related to environmental stewardship. 

Current Status and Future Outlook 

• Ongoing Planning: 

  The Kaloko Makai project is an ongoing initiative in the planning and development stages, with timelines and phases detailed in the master plan.

• Community Engagement: 

  Community outreach and stakeholder engagement are crucial parts of the development process for the Third Phase EIS process.
